The purpose of the Human Resources Specialist at the Health Care Center is to provide a variety of human resources and payroll processing support activities for the Sauk County Health Care Center.

 

Essential Duties

 

  • Perform recruitment related tasks with coordination of Human Resources Specialist. Review applications, hire and conduct orientation for new employees at Sauk County Health Care Center.

 

  • Develop a recruitment strategy as a plan for how Sauk County will recruit and hire the best candidates for open positions. This strategy will consider the County’s current and future staffing needs to create a presence in the community and social media to positively promote Sauk County as an employer of choice.  

 

  • Attends and participates in college job fairs and recruiting sessions.

 

  • Compile and review employee wage, benefit, and withholding tax information for proper authorization and accuracy.

 

  • Set up and maintain employee access to facility programs (ECS).

 

  • Verify payroll time entered by departments, balance payroll deductions, and update employee payroll information.  Completion of the payroll-based journal submissions to Centers for Medicare and Medicaid Services.

 

  • Orient new personnel to the organization and explain benefits enrollment, personnel policies, procedures, payroll procedures, as established in operational policies and procedures.

 

  • Prepare information and notify employees regarding health and life insurance coverage and flexible spending options and collect employees' elections for coverage type and forward to accounting (payroll).

 

  • Maintain employee personnel files, applicant I-9, Equal Opportunity and Affirmative Action information.

 

  • Assist in entering compensation and personal data for new hires, classification changes, probationary and annual increases, employee benefit and payroll changes, and new employee information to computer data base.

 

  • Create monthly newsletters and participate in the Sauk County Health Care Center Sunshine Club.

 

  • Oversee staff licensures, performance appraisals, background checks, reference checks and pre-employment testing.

 

  • Advise and enroll employees for benefits related options and form completion.

 

  • Assist employees with completion of workers compensation documentation and claims via Triple I reporting.

 

  • Assist with various payroll and other related reporting.

 

  • Maintain medical records.

 

  • Perform Payroll Based Journal (PBJ) record keeping and quarterly reports.

 

  • Assist department heads, employees and supervisors with interpretation of the Employee Handbook, resolutions, ordinances and other policy documentation.

 

  • Release employee information on appropriate request.

 

  • May assist in the preparation of a variety of documents including county board resolutions, letters, memos, reports.

 

  • And other duties as assigned.

Required Working Hours

Standard working hours are Monday through Friday, 8:00 am until 4:30 pm.  Please note these hours are subject to change and additional hours may be needed or required. Compensation for additional hours beyond normal working hours are subject to applicable state and federal regulations.

 

Minimum Training and Education

 

Required:                    

Associates degree in Human Resources, Business or another related field

3-5 years of related work experience

 

License:                       

Valid Wisconsin State Motor Vehicle Operator’s License

                                     

Preferred:                   

Payroll experience in a healthcare setting

 

Any combination of education and experience that provides equivalent knowledge, skills and abilities may be considered.
